Lugus Homes – Renters Rights Bill

The Renters’ Rights Bill is progressing through Parliament and completed its Report Stage in the House of Lords in July 2025, with Royal Assent expected later this year and most reforms coming into force from early 2026. Key proposals include abolishing fixed term assured shorthold tenancies in favour of periodic tenancies, ending “no-fault” Section 21 evictions, limiting rent increases to once a year, banning rental bidding wars, capping advance payments (usually to one month’s rent), and introducing lifetime deposits. The Bill also strengthens anti-discrimination protections for tenants on benefits or with children, creates a Private Rented Sector database, enforces Decent Homes standards and Awaab’s Law for mould and health hazards, and establishes a landlord ombudsman to handle disputes. While some measures will take effect immediately after Royal Assent, others will be phased in, with certain provisions potentially starting in late 2025.
